As part of the 70th anniversary of diplomatic relations between Mongolia and China, the two countries agreed in 2018 to implement the “10 Practical Projects” with Tianjin City. One of these initiatives is the project to “Build greenhouses in Ulaanbaatar to grow vegetables, supply the capital’s population, and explore opportunities to export produce to foreign markets.”

At its Friday session, the Ulaanbaatar City Council decided to establish a company to implement the “Ulaanbaatar Four-Season Greenhouse” project.

Once operational, the four-season greenhouse will cultivate vegetables using soilless farming methods on 1,300 m², producing 99,000 tons of leafy greens annually to meet local demand and for export. Additionally, a 700 m² facility for industrialized seedling production will produce 6,048,000 high-quality seedlings per year.

City Council Representative and Director of the Ulaanbaatar Development Corporation, J. Sandagsuren, stated: “Three major construction components are planned, as outlined in the feasibility study. In Phases I and II, water supply and infrastructure issues will be addressed. Since construction will take place in an area remote from existing infrastructure, groundwater will be used to solve the water supply issue. The greenhouse complex will be built on the territory of the 21st khoroo of Songinokhairkhan District, 30 km from Ulaanbaatar. The total investment amounts to 90.3 million yuan (30 billion MNT). For Ulaanbaatar’s share, 49% of the investment will be provided in the form of land allocation for the greenhouse site. Construction will begin this spring, and we are also working with the Mongolian University of Life Sciences to train specialists.”

To revive and accelerate the project, in February 2023, city leaders reached an agreement to proceed with the greenhouse project and assigned the Ulaanbaatar Development Corporation JSC to oversee implementation. As the main implementing body, the Ulaanbaatar Development Corporation will be responsible for building the facilities, while the Mongolian University of Life Sciences will conduct research, studies, and training activities. On the Chinese side, Tianjin Food Group Co., Ltd. will finance the project, introduce new agricultural technologies, and serve as the main partner.

The project aims to establish a model for modern agriculture in Mongolia by developing vegetable production suited to the country’s climate and geographic conditions, introducing new technologies, and improving resource use. It is expected to increase the supply of safe, nutritious vegetables, meet domestic demand, and enable the cultivation of high-value crops such as leafy greens, specialty vegetables, and fruits in accordance with international standards.
